In Internet Explorer, open Tools, Internet Options, Advanced
Then under the "Browsing" section:
Uncheck "Disable script debugging"
Check "Display a notification about every script error"
Click on 'OK"

If the user has the MDE installed, it will trap javascript
errors.

If the user has Microsoft Script Editor installed, it will
trap javascript errors, via the "Just-In-Time Debugging"
feature.
