Notes:
1. Regular hours are 40 hours or less. Overtime hours are hours in excess
    of 40 hours. The overtime rate is 50% higher than the regular rate.
2. This implementation checks for valid positive decimal input values.
3. Input values can contain 7 characters maximum. Valid formats include
    9 or 9.9 or 9.99 or 9.999 or 99.9999 or 999999 or 999999. or 9999.99, etc.
    Leading and trailing space characters are permitted.
4. Output values are rounded to two decimal places, and are formatted
    as Dollar and Cents (i.e., with the trailing format ".99").
